Tehran is not Iran’s largest grain-farming province, but as the biggest population center, consumption hub and industrial milling cluster in the Middle East it shapes national wheat trade. Thousands of tonnes of flour are consumed daily; subsidized and free-market chains, seed cleaning, roller milling, sprouting and organic processing all concentrate here.
Varamin, Rey and Pishva plains cover only a fraction of demand; more than 85% of supply is imported from other provinces and international origins, making silos, rail and mechanized terminals critical.
Dual supply systems: (1) GTC subsidized wheat for traditional bread and type 1–2 bakeries via the integrated flour quota system; (2) industrial and FMCG chain — durum, soft and hard wheat — from the agricultural ring of Iran Mercantile Exchange and direct commercial purchases.
