Iran Food Exports to Azerbaijan: High-Demand Products and Import Requirements
Real-demand food categories, Iran’s trade share, safety and labelling rules, HS codes, quality control, packaging and land routes into the Azerbaijani market — an Iranco Magazine B2B guide for exporters and importers.
Analytical introduction
Iranian food exports to Azerbaijan should not be reduced to a shared border and short haul distance. Trade data shows that in some food groups Iran is a leading or even dominant supplier, while in others Iranian exporters face strong competition from Turkey, Russia, Belarus, European countries, Central Asia and domestic Azerbaijani production.
That distinction matters commercially. Entering a market where Iran already has an established share is a different business model from pushing a product whose distribution is mainly controlled by other origins.
2024 data shows Azerbaijan imported about 10.2 million kg of eggplant, 8.4 million kg of fresh peppers, 4.2 million kg of cucumbers and more than 7.3 million kg of dates from Iran. Iran also recorded exports of butter and other milk fats, cheese, tomato products, chocolate and pistachios to Azerbaijan in the same year.
The Azerbaijani food import market is not static. Fresh vegetable imports rose 53.3% in 2024 and another 29% in 2025, while some groups such as fresh fruit, butter and dairy fats, chocolate and meat declined in 2025. “High demand” must be assessed product by product on real data, not from a generic view of a neighbouring market.
Professional buyers need more than an Iranian origin. Tariff codes, sanitary or quarantine status, factory registration or approval, Azerbaijani labelling, advance shipment notification, health documents, packaging specs and cold-chain status can directly affect clearance.
1. Azerbaijan’s food import market structure and Iran’s role
Azerbaijan both produces domestically and imports to fill supply gaps and consumer demand. Russia, Turkey, China and a range of European and Asian countries are major suppliers. Iran participates through its land border, diverse farm output and ability to supply agricultural and processed foods.
In 2024 about 3% of Azerbaijan’s total import value came from Iran; in 2025 that share was 2.6%. These figures cover all goods, not food alone, but they confirm Iran as a recognised trading origin in Azerbaijan’s supply network.
Iran’s advantages and the geography trap
- Short farm-to-market distance for northwestern and northern Iranian provinces
- Land transport without full reliance on long sea legs
- Wide seasonal diversity of agricultural products
- Proven trade history in several high-volume categories
Proximity is not automatic advantage. Turkey competes strongly on packaged foods, confectionery, chocolate and nuts. Russia is powerful in processed foods and chocolate. Belarus and European suppliers compete in dairy.
Exporters should first classify the product into one of three strategic positions:
| Product position | Commercial meaning | Suitable strategy |
|---|---|---|
| Iran is the dominant supplier | The market knows Iranian product | Focus on quality stability, price and delivery |
| Iran is one of several key suppliers | Direct competition exists | Differentiate on quality, packaging or delivery terms |
| Iran’s share is limited | Harder channel access | Know the importer, sampling and gradual market development |
Product-by-product analysis is more reliable than the blanket phrase “the Azerbaijan market”.
2. Which Iranian foods have real demand in Azerbaijan?
2024 trade data highlights specific groups — some fresh produce, some processed or dairy lines.
Potatoes — high volume, season-sensitive
In 2024 Azerbaijan imported about 142.9 million kg of fresh or chilled potatoes; more than 66.4 million kg came from Iran (value about USD 17.3 million). Iran supplied roughly 46.5% of import volume in this group. Tubers size, uniformity, sprouting, mechanical damage and suitability for fresh or processing use must be defined before ordering.
Eggplant — import dependence on Iran
Fresh eggplant imports were about 10.7 million kg in 2024, of which roughly 10.2 million kg were Iranian (~95.5% of volume). Appearance, firmness, colour, size uniformity and speed from field to destination matter more than small price gaps.
Fresh peppers
About 9.4 million kg of Capsicum and Pimenta peppers were imported; ~8.4 million kg were from Iran (~89.5%). Turkey was the main rival. For bell peppers, colour, size, stem condition, firmness and pack type must be specified, including greenhouse vs open-field origin.
Cucumbers
About 4.23 million kg of fresh cucumbers and gherkins were imported; ~4.14 million kg were from Iran — a market already accustomed to Iranian supply.
Dates
More than 10.1 million kg of dates were imported; ~7.4 million kg from Iran (value about USD 8.7 million). Variety, moisture, texture, defects, insect contamination and consumer packaging drive acceptance.
Butter and dairy fats
About 25 million kg were imported in this group; 14.3 million kg from Iran (value about USD 69.9 million). New Zealand, Belarus, Finland and Ukraine also supplied the market. Cold chain, composition, shelf life and plant approval are central.
Cheese
Under HS 040690, imports were about 6.7 million kg with 3.3 million kg from Iran (value about USD 6.3 million). Competition from Lithuania, Belarus, Germany and Turkey is broad.
Tomato paste and other tomato products
In HS 200290, import value was about USD 4 million with ~USD 3.34 million from Iran — over 83% of value and nearly 88% of volume. Contracts must state Brix, pack format and retail vs industrial use because the heading covers more than one commercial form.
| Product | HS code | Imports from Iran | Iran’s position |
|---|---|---|---|
| Fresh potatoes | 070190 | Approx. 66.4 million kg | Major supplier |
| Fresh eggplant | 070930 | Approx. 10.2 million kg | Dominant supplier |
| Fresh peppers | 070960 | Approx. 8.4 million kg | Dominant supplier |
| Fresh cucumbers | 070700 | Approx. 4.2 million kg | Near-dominant supplier |
| Dates | 080410 | Approx. 7.4 million kg | Primary supplier |
| Butter and dairy fats | 040500 | Approx. 14.3 million kg | Primary supplier |
| Other cheeses | 040690 | Approx. 3.3 million kg | One of the main suppliers |
| Tomato products | 200290 | Approx. 3.3 million kg | Very high share |
| Chocolate and cocoa products | 1806 | Approx. 1.36 million kg | Competitive market |
| Pistachios | 080250 | Approx. 174.6 tonnes | Important in a smaller market |
Table figures are tariff-group level and must not be read as a single commercial SKU without national subheading and contract specs.
3. Fresh produce and packaged foods are not the same market
Fresh products
For potatoes, eggplant, peppers and cucumbers, time from harvest to delivery affects weight loss, firmness and sell-through. Iran’s proximity helps only when sorting, loading and truck dispatch are coordinated. Mixed quality, weak cartons, warm loading, size mixing and border delays erase that edge.
Dates and nuts
Buyers should make quality measurable. “Export grade” alone in a contract is insufficient.
Dairy
The producing plant must be acceptable under Azerbaijani import rules. High-risk animal products require checking foreign facility approval in the Azerbaijan food safety authority’s systems before commercial orders.
4. Technical specifications before requesting a price
Quotes for “peppers”, “dates” or “cheese” without specs are not comparable. Pre-shipment samples must match the commercial production line and agreed specification.
| Product group | Parameters to define | Why it matters |
|---|---|---|
| Fresh vegetables | Type, size, colour, uniformity, grade, max defects | Sell-through |
| Potatoes | Size, end use, washed or not, sprouting and defects | Fresh vs industrial use |
| Dates | Variety, size, moisture, pitting, defects, pack | Direct price impact |
| Pistachios | Type, size, open shell %, moisture, splits, aflatoxin | Safety and value |
| Tomato paste | Brix, salt if used, colour, pack, net weight | Industrial grade |
| Butter | Fat %, salt, composition, pack weight, storage temp | Label and application fit |
| Cheese | Type, fat and moisture, salt, shape, pack weight | Retail vs industrial |
| Chocolate | Cocoa %, fat type, inclusions, unit weight | Market positioning |
Buyers submitting procurement requests through Iranco should include these parameters so sourcing options are compared on like-for-like goods, not only on headline price.
5. Food import requirements for Azerbaijan
Food safety law frames import control. Risk-based checks may cover documents, identity verification, physical inspection and sampling.
Electronic pre-declaration
For goods entering by truck, rail or inland waterway, electronic notification must be sent at least 24 hours before the vehicle reaches Azerbaijan’s customs territory. For air freight, the minimum is 12 hours before the aircraft leaves the airport in the exporting country.
Plant products and phytosanitary certificates
Products on the plant quarantine list must carry a phytosanitary certificate from the competent authority in the exporting country, aligned with international certificate standards. Pest presence or certificate mismatch can stop clearance or lead to rejection.
Animal products and high-risk establishments
- Whether the exporting plant is subject to foreign facility approval
- Whether the plant listing is currently valid
- Which health or veterinary certificate applies to the declared code
- Whether shipment details match the certificate
6. Labelling — a major export risk point
Imported foods must present consumer information clearly. When another language is used, Azerbaijani translation is required alongside it. Packaged foods typically need product name, ingredients, net quantity, nutrition information where applicable, production and expiry dates, storage conditions, allergens, country of origin and manufacturer details.
In January 2026 the Azerbaijan food safety authority, reviewing some butter and fat imports from Iran, stressed precise declaration of oil and fat types in the ingredient list rather than vague “vegetable oil” wording.
New allergen rules from 2027
In August 2026 Azerbaijan approved a list of 14 allergen and intolerance groups; mandatory labelling starts 1 January 2027, covering gluten cereals, eggs, fish, peanuts, soy, milk, tree nuts, celery, mustard, sesame, sulphites and related groups.
7. Tariff codes and landed cost
Since 2018 Azerbaijan’s main ad valorem import structure uses 0%, 5% and 15% rates, but not every line follows only those three rates; special duties exist. Stating a flat “15% food duty” is misleading. General import VAT is 18%, subject to legal exemptions on some goods. Landed cost must be calculated SKU by SKU.
| Product | Sample HS | Note |
|---|---|---|
| Fresh seed potatoes excluded / fresh potatoes | 070190 | Final subheading must be checked |
| Fresh eggplant | 070930 | Phytosanitary quarantine product |
| Fresh peppers | 070960 | Capsicum and Pimenta group |
| Fresh cucumbers and gherkins | 070700 | Fresh product |
| Dates | 080410 | Fresh or dried |
| Pistachios | 080250 | Fresh or dried |
| Butter and other milk fats | 040500 | Exact composition matters |
| Other cheeses | 040690 | Does not cover every cheese type |
| Tomato preparations | 200290 | Processing defines classification |
| Chocolate and cocoa preparations | 1806 | Exact subheading required |
A six-digit HS code is only the start of classification. Importers should confirm the national subheading and duty rate before issuing a final proforma.
8. Packaging and quality control
Fresh vegetable packs must manage compression, ventilation and in-carton movement. Date and nut packs must block contamination and moisture uptake. Dairy packs must suit the cold chain.
| Check | Fresh | Dried fruit & nuts | Processed | Dairy |
|---|---|---|---|---|
| Match to approved sample | Critical | Critical | Critical | Critical |
| Net weight | Yes | Yes | Yes | Yes |
| Pack integrity | Yes | Yes | Yes | Yes |
| Appearance defects | Primary | Primary | Limited | Limited |
| Moisture | Case-by-case | Important | Product-dependent | Product-dependent |
| Microbiology | Risk-based | Case-by-case | Important | Important |
| Contaminants | Product-based | Important | Composition-based | Product-based |
| Cold chain | Some lines | Usually no | Some lines | Essential |
| Destination label | If consumer pack | Yes | Yes | Yes |
| Batch number | Recommended | Required | Required | Required |
Azerbaijan expects traceability in the food chain; recording supplier, receiver and shipment identifiers supports risk management.
9. Transport routes from Iran to Azerbaijan
Road haulage is the most practical option for many Iranian food lines.
Astara route
The international Astara crossing handles truck traffic and is a natural corridor for loads destined for main population centres including Baku.
Bilasuvar route
Bilasuvar is also an international road crossing with practical importance for bilateral truck trade.
Julfa and Nakhchivan
Julfa is a direct land gateway for trade with the Nakhchivan Autonomous Republic.
- Border waiting time and actual loading hour
- Refrigeration capacity and en-route temperature control
- Final clearance location and distance from border to importer warehouse
- Seasonal peaks and congestion (including higher Astara truck flows discussed in December 2025)
10. Competitors, pricing and market entry strategy
Export price cannot be a single per-kilo number. Harvest season, volume, grade, packaging, testing, refrigerated transport, delivery point and payment terms all move the offer.
| Product | Visible competitors | Iran’s position |
|---|---|---|
| Eggplant | Turkey | Very strong |
| Fresh peppers | Turkey | Dominant supplier |
| Dates | Tunisia, Algeria and others | Primary supplier |
| Pistachios | Turkey, Uzbekistan, USA | Intense competition |
| Butter and dairy fats | New Zealand, Belarus, Finland, Ukraine | High share |
| Cheese | Lithuania, Belarus, Germany, Turkey | Notable share |
| Chocolate | Russia, Turkey, Ukraine, Poland and others | More limited share |
| Tomato products | Turkey, Russia, Georgia | Iran dominant |
Dominance in eggplant, peppers or tomato products does not mean an Iranian chocolate brand will enter retail as easily. Branded retail needs shelf design and margin structure; fresh lines need load uniformity, delivery time and wholesale wastage control.
20-point importer checklist before placing an order
- Define the product precisely; a generic name is not enough.
- Set grade and acceptance criteria (size, weight, colour or composite specs).
- Obtain a commercial sample before bulk orders on processed goods and dried fruit/nuts.
- Align the sample with the product specification sheet and measurable criteria.
- Confirm the tariff code in Azerbaijan’s national system.
- Check duty and tax rates before calculating landed cost.
- Confirm phytosanitary, veterinary or food-safety control applicability.
- Verify factory approval status for relevant animal-origin products.
- List required certificates (phytosanitary, health, veterinary).
- Align labels with Azerbaijani language before bulk printing.
- Review ingredients and allergens on multi-component products.
- Fix net weight and weight tolerance in the contract.
- Approve inner pack and master carton.
- Check pallet and carton strength for road haulage.
- Set transport temperature for refrigerated lines per product spec.
- Assign responsibility for electronic pre-declaration.
- Specify border entry: Astara, Bilasuvar or another suitable crossing.
- Define delivery terms and who pays border and clearance costs.
- Agree QC documents before loading.
- Document non-conformance handling if the shipment differs from the sample.
RFQ fields for accurate pricing
Requests such as “price for one truck of dates” are not enough for professional comparison.
- Exact product name and commercial type or specification
- Grade, unit size or weight and key technical parameters
- Order quantity and recurring purchase schedule if any
- Pack type, net weight, consumer or bulk format
- Private label need and required label language
- Required tests or certificates
- Destination city, preferred border or delivery point and transport mode
- Requested delivery terms (Incoterms)
Supply path — Iranian food for the Azerbaijani market
In Azerbaijan trade, producer proximity is only one part of the deal. Buyers must confirm supply at the required volume, sample-to-production match, road-worthy packaging and destination-ready documents and labels.
Iranco lets international buyers submit purchase requests with product, grade, quantity, packaging and destination so sourcing options in Iran can be screened on that basis.
Summary
Iranian food exports to Azerbaijan are not one homogeneous market. Iran is extremely strong in eggplant, peppers and cucumbers and a major potato supplier. Iranian dates, butter, dairy fats, cheese and tomato products show substantial bilateral trade.
Chocolate and some branded retail lines face intense competition. Product choice should start from data. The four critical success factors are real demand, defined specifications, full compliance with entry rules and logistics matched to the product.
Geographic proximity turns into stable sales when it is paired with consistent quality, correct documents, appropriate packaging and predictable delivery — usually worth more to Azerbaijani importers than a cheap offer without specs.
Frequently asked questions
Is Azerbaijan a good market for Iranian vegetables?
For several vegetable lines, trade data supports a positive answer. In 2024 Iran supplied roughly 95.5% of Azerbaijan’s imported eggplant volume, nearly 90% of fresh peppers and almost all recorded cucumber imports. Demand is seasonal and domestic Azerbaijani production must be factored into sales planning.
Which Iranian product stands out by export volume to Azerbaijan?
Among the lines reviewed, potatoes show the largest volume. In 2024 Azerbaijan imported more than 66 million kg of fresh potatoes from Iran. Butter and dairy fats, eggplant, peppers and dates also recorded substantial volumes.
Is a phytosanitary certificate required for Iranian fruit and vegetables?
Plant products subject to quarantine control must carry a phytosanitary certificate issued by the competent authority in the exporting country. Requirements vary by product and pest risk; the commodity code and conditions for that specific line should be verified before loading.
Is a Persian label enough for sale in Azerbaijan?
No. Azerbaijani rules require Azerbaijani translation of label information and usage instructions when other languages are used. For packaged foods, the final label artwork should be reviewed and approved by the importer before mass printing.
Is exporting cheese and butter to Azerbaijan like exporting vegetables?
No. Dairy is more sensitive on food safety and facility approval. For high-risk animal products, the foreign plant’s status in the Azerbaijan food safety authority’s approval system matters. Cold chain, composition, shelf life and labelling must all be controlled.
What is the import duty on Iranian food into Azerbaijan?
There is no single rate for all foods. The general tariff structure includes 0%, 5% and 15% ad valorem rates, but some headings have special duties. The rate must be checked against the full declared code at the time of import.
When must a land shipment be pre-declared?
Under current rules, for controlled goods entering by truck, rail or inland waterway, electronic pre-declaration must be submitted at least 24 hours before the vehicle arrives in Azerbaijan’s customs territory.
How is export pricing to Azerbaijan determined?
Price depends on product, grade, season, order size, packaging, sorting or processing cost, testing, transport, delivery point and payment terms. A fair comparison requires all suppliers to quote against one specification sheet.
How can I register a procurement request for food from Iran?
Define product, grade, quantity, packaging, destination, transport mode and required tests first. Sensitive lines need commercial sample approval before the main order. You can submit this as a purchase request through Iranco.
Is Astara the only food export route to Azerbaijan?
No. Astara is one of the main land crossings, but Bilasuvar is also active for road freight and Julfa matters for trade with Nakhchivan. Route choice should follow origin, final destination, product type and border conditions.
