Introduction

Iran's edible oil sector combines advanced refining with surplus capacity versus domestic demand. This guide covers refining surplus, Customs Law Article 51, Codex and GCC standards, packaging and B2B logistics.

1. Refining infrastructure and capacity

Nominal national refining capacity is about 5–6 million tonnes per year versus roughly 1.8–2.2 million tonnes of direct domestic use — leaving 3–4 million tonnes of surplus suited to toll refining and re-export.

Modern plants use continuous refining, high-vacuum deodorisation, activated carbon bleaching, fractionation and interesterification without trans fats. Hubs sit near Tehran, Alborz, Khuzestan, Golestan, Kermanshah, Isfahan, Khorasan Razavi and southern ports.

2. Legal framework: temporary import (Article 51)

Direct export of oil produced from subsidised domestic quotas is prohibited; Article 51 of Iran's Customs Law allows temporary import of crude vegetable oil under bank or customs guarantees without import duty and VAT for processing and re-export.

After refining, deodorisation and packing under customs supervision, finished goods are exported and guarantees released. Fully domestic oils such as cold-pressed sesame and virgin olive export with health certificates without that restriction.

3. Export oil types and technical specs

The portfolio spans winterised sunflower, formulated frying oil, soybean, palm olein, sesame and olive — each engineered for destination use.

4. Physicochemical standards and COA

COA parameters must match the destination standard for customs release and L/C settlement. Oxidative stability via Rancimat at 110°C (>12 h for quality refined oil) and sensory clarity at 20°C matter.

Iranco helps buyers align lab results with destination limits through verified testing pathways.

5. Quality defects in transit

Primary oxidation (peroxide) and secondary (anisidine) follow oxygen and light exposure. Clouding in sunflower comes from wax and is corrected by winterisation at 4–6°C. Residual soap and iron/copper from poor washing or carbon steel loading lines — export loading should be stainless.

6. Regional target markets

Consumption patterns and channels differ across Iraq, Afghanistan, the Gulf and EAEU.

7. Standards and certificates

GCC entry follows GSO 1754-1 and GSO 1929: Arabic nutrition panel, trans below 2%, recognised halal. Iraq: COSQC pre-shipment inspection, Iranian health certificate with embassy stamp, laser dates without paper stickers.

EAEU: TR CU 024/2011 and 021/2011 plus EAC declaration on metals, pesticides, benzo[a]pyrene and trans fats.

9. Export packaging engineering

Clear PET for retail, HDPE jerrycans for foodservice, tinplate for hot climates, IBC and flexitanks for bulk. 99.9% nitrogen flush in bottle headspace extends shelf life up to two years and supports pallet stacking.

Iranco coordinates custom branding, preform weight and carton print with Iranian packers.

10. Logistics and palletisation

Flexitanks up to 24,000 L (~21.5–22 t) cut drum and freight cost by up to 30% versus 220 L drums. ISPM 15 pallets, five-ply cartons, stretch wrap and foil insulation matter on hot routes to southern Iraq and the Gulf.

11. Pricing and regional competitors

FOB/CPT builds on global crude, refining toll, packaging, inland haul and inspection. Iran is often ~10% more competitive than Turkey for Baghdad delivery thanks to land borders and low fuel cost.

12. Industrial uses and importer checklist

  • Define oil type and contract limits for acidity, peroxide and trans
  • Pre-production shipment sample COA
  • Nitrogen flush and preform/carton specs
  • Destination label and SGS at loading
  • Article 51 procedure and Incoterms FOB/DAP
  • Minimum 75% remaining shelf life at border

What information is needed for a quote?

  • Oil type and formulation
  • Volume (tonnes or containers)
  • Packaging (PET, tin, flexitank)
  • Branding and customs destination
  • Incoterms and halal/inspection certificates

FAQ

How is oil exported despite restrictions?

Subsidised domestic oil cannot be exported directly; Article 51 temporary import for crude processing or definite export of domestic sesame and olive.

Top oil in Iraq?

Winterised sunflower in 1 and 1.8 L PET; frying jerrycans for restaurants.

Quote information?

Oil type, quality indices, pack, volume, destination and label.

Key border indices?

Acidity, peroxide, soap, moisture and trans on the COA.

Bulk shipping?

Flexitank in 20ft container up to 24,000 L.

Minimum order?

Usually one full container (20–22 t) for retail packs.

Shelf life?

12–24 months with nitrogen and cool storage.

Private label?

Bilingual artwork after food-drug authority approval on filling lines.

Summary

Surplus refining capacity, low energy and proximity to Iraq and Central Asia define Iran's role; success hinges on COA alignment, oxygen-barrier packs and mastery of Article 51 temporary import.
